This is a most interesting document compiled by Mr. MacDougall at the request of Wing Commander Steele Perkins who was, until November last, the Chief A.R.P. Officer in Hong Kong, having been sent out for the purpose some three years ago from the Home Office here. Mr. MacDougall mentioned to me that he had provided Wing Commander Steele Perkins with this, and it has now just arrived. I gathered from him that Wing Commander Steele Ferkins particularly required it for circulation to the various provincial and other authorities in India and Burma. We have no distribution list, but it occurs to me that it might be a most useful memorandum for Ceylon, and possibly for other Colonies. In that case, at any rate I might send him a personal telegram the Hotel Cecil, Delhi, to ask him to be so good as to send a copy personally to Sir A. Caldecott at my request.
As regards other Colonies, I don't know Whether there would be any use in attempting to extract for the purposes of telegraphing, e.g. to Fiji, Mauritius, and possibly others, any particular lessons which the memorandum suggests would be useful in the local circumstances of those Colonies.
